AltaLink’s 2024-2025 General Tariff Application

In Proceeding 28174, AltaLink Management Ltd. (AltaLink) submits to the Alberta Utilities Commission (the Commission) its 2024-2025 general tariff application along with the applications of KainaiLink, L.P. (KainaiLink) and PiikaniLink, L.P. (PiikaniLink) for review. Overall, AltaLink seeks to maintain its transmission tariffs at its 2018 levels and to correct accounting errors discovered since its previous application.[1]

ATCO v Commission Court of Appeal Decision

In the Court of Appeal of Alberta, ATCO Electric Ltd. (ATCO) v Alberta Utilities Commission (the Commission), 2023 ABCA 129 Memorandum of Judgment, ATCO sought the appeal of a Commission decision that denied ATCO the recovery of losses associated with the 2016 Fort McMurray wildfire. The Commission’s initial decision relied on ATCO Gas & Pipelines Ltd v Alberta (Energy & Utilities Board), 2006 SCC 4 (the Stores Block decision), from which the Commission understood that ‘extraordinary retirements’ of assets are attributable to shareholders rather than customer accounts. After considering the circumstances, the Court of Appeal issued a decision allowing ATCO’s appeal to stand.

Information Requests and Responses in ENMAX’s 2023-2025 Transmission General Tariff Application

In proceeding 27581, the Alberta Utilities Commission (the Commission), the Consumers’ Coalition of Alberta (CCA), and the Utilities Consumer Advocate (UCA) each submit their information requests (IRs) to ENMAX Energy Corporation (ENMAX) regarding ENMAX’s 2023-2025 Transmission General Tariff Application. ENMAX recently responded to these IRs that covered operations and maintenance costs, depreciation practices, and specific projects and programs.

EPCOR 2023-2025 TFO Tariff Application Evidence

In proceeding 27675, four intervenors on behalf of the Consumers’ Coalition of Alberta (CCA) and the Utilities Consumer Advocate (UCA) submit evidence addressing the 2023-2025 Transmission Facility Owner (TFO) application of EPCOR Distribution & Transmission Inc. (EPCOR). The evidence focuses on several issues including operating and maintenance costs, deferral accounts, full-time equivalents (FTEs), and depreciation.

Evidence regarding ATCO Electric’s Transmission 2023-2025 General Tariff Application

In Proceeding 27062, ATCO Electric Ltd. (ATCO) asks the Commission to approve their revenue requirement of $677.1 million in 2023, $687.8 million in 2024 and $698.6 million in 2025. ATCO notes that the 2023 requirement is lower than their 2022 forecast because they are proposing to stop collecting Future Income Tax (FIT) expenses, their property taxes are lower, and there are fewer head office costs. After completing a round of information requests, intervenors submitted evidence detailing their concerns regarding the application.[1]

Enmax 2021-22 Transmission Tariff

On September 11, 2020, Enmax Power Corporation (Enmax) filed a Transmission Facility Owner general tariff application for 2021-22, initiating Proceeding 25726. Following initial information requests, the Alberta Utilities Commission (the AUC) suspended the process until February 2021 over a disagreement regarding Enmax’s reporting of 2020 expenses, the year prior to the proposed tariff. Enmax filed the application with an estimate of 2020 expenses from May 2020, but in December the AUC directed Enmax to update the 2020 forecast based on nine months of recorded 2020 expenses.

ATCO ELECTRIC GTA

On January 13, 2016 ATCO Electric (AE) responded to a fourth round of IRs in their 2016-2017 General Tariff Application proceeding.  And on January 20, 2016 interveners submitted a third round of evidence, with IRs and intervener responses to IRs following on February 1st and 11th respectively.
