PPA Settlement Agreement Between the MSA and the Balancing Pool

The Market Surveillance Administrator (MSA) filed an application on August 15, 2018, requesting that the Alberta Utilities Commission (AUC) approve a settlement agreement with respect to the MSA’s investigation pertaining to the conduct of the Balancing Pool (BP) after the termination of Power Purchasing Agreements (PPAs).

Bill 13

MSA Complaint Against the AESO Mothball Rule

The MSA has filed a complaint with the AUC against the ISO Rule in Section 306.7 (Mothball Outage Reporting).  It is the MSA’s position that the rule is contrary to the fair, efficient and openly competitive operation of the market because it allows for physical withholding, dampens the price signal and creates barriers for new market entrants.

DOE Capacity Market Engagement Session (Stakeholder Involvement)

On November 17, 2017 the DOE hosted a second stakeholder consultation session on overarching policy decisions that will guide the capacity market design. The first, on resource adequacy, took place on October 27, 2017 and the final session on cost allocation will take place sometime in mid-December.

MSA Report on Capacity Market Design

On January 18, 2017, the MSA released a report titled “Design Considerations for the Alberta Capacity Market.” The report looks at design options from other jurisdictions, in particular PJM, and makes recommendations on what should be included in the Alberta Capacity market design.
