ATCO Utilities PBR Re-Opener

The Commission’s original Performance Based Regulation (PBR) decision contains a provision that allows the Commission to review a utility’s historical PBR plan if the reported ROE is 300 basis points (BP) above or below the approved return on equity (ROE) for two consecutive years, or 500 BP above or below the approved ROE for one year.
