Requested Information for AltaLink’s 2022-2023 GTA

In Proceeding 26509, AltaLink Management Ltd. (AltaLink) is applying to the Alberta Utilities Commission (the Commission) of the 2022-2023 General Tariff Agreement (GTA) for AltaLink, L.P. (ALP), PiikaniLink, L.P. (PLP), and KainaiLink, L.P. (KLP), as well as a Deferral Accounts Reconciliation Application for ALP. The Alberta Utilities Commission issued rulings on several motions put forward by the Consumers’ Coalition of Alberta (CCA), the Utilities Consumer Advocate (UCA), and the Industrial Power Consumers Association of Alberta (IPCAA).

TransAlta’s 2019-2021 General Tariff Decision

On June 23, 2021, the Alberta Utilities Commission (the Commission) made a decision regarding the 2019-2021 General Tariff Application (GTA) application of TransAlta Corporation (TransAlta) in Proceeding 26436. Within this decision, the Commission was satisfied most of the application and only directed TransAlta to make a significant adjustment regarding their escalation rate for non-union salary, contractor, and general inflation for 2021.

Distribution Contributions to AESO

On April 23, the Alberta Utilities Commission (AUC) released Decision 26061-D01-2021 on the “Commission-Directed Examination of Distribution Facility Owner Payments under the Independent System Operator Tariff Customer Contribution Policy.” Initiated in January, this generic, policy-oriented decision considers transmission contributions paid to the Alberta Electric System Operator (AESO) by a distribution utility. The decision examines:

  • Whether it is permissible in the legislation for a distribution utility to pay a contribution for transmission capital,
  • If it is legally permissible, whether it should be done, and
  • If it should be done, what should be the regulatory and accounting treatment once the distribution utility pays the contribution?

Resumption of 2021 Generic Cost of Capital Proceeding

Proceeding 24110, the 2021 Generic Cost of Capital (GCOC) Proceeding, stalled in March due to the uncertainty and disruption caused by the COVID-19 virus. On April 23, 2020, the Alberta Utilities Commission (the Commission) opened a dialogue on the possibility of resuming the proceeding and requested submissions from participants in the proceeding.
