MSA Complaint Against TransAlta

On July 27, the Alberta Utilities Commission (AUC) issued Decision 3110-D01-2015, ruling on the Market Surveillance Administrator’s (MSA) allegations that TransAlta engaged in anticompetitive behaviour in the Alberta market.  Specifically, these events relate to outages at TransAlta units in the period between December 2010 and February 2011. The units in question are subject to Power Purchase Agreements (PPAs), which means that different parties (namely, Enmax and Capital Power) are entitled to the output.

2016 Generic Cost of Capital

The Alberta Utilities Commission has rejected the Alberta Utilities’ proposal to finalize return on equity and capital structures determined in the 2013 generic cost of capital proceeding for 2016.

CCA Advance Funding Request

On June 27, the CCA applied to the AUC requesting advanced funding for their participation in three separate proceedings: AltaLink 2012-2013 Deferral Account Reconciliation (DAR) application, AltaLink 2015-2016 GTA, and ATCO Electric 2015-2017 GTA.

PBR Generic Proceeding

Recall from a previous article that the Alberta Utilities Commission has initiated proceedings on the second generation of Performance Based Regulation (PBR) with a request for feedback on the draft issues list. Several Alberta utilities and the Alberta Customers (Consumers Coalition of Alberta, Utilities Consumer Advocate and City of Calgary) have submitted responses outlining a number of concerns with the preliminary issues list.
