Distribution Contributions to AESO

On April 23, the Alberta Utilities Commission (AUC) released Decision 26061-D01-2021 on the “Commission-Directed Examination of Distribution Facility Owner Payments under the Independent System Operator Tariff Customer Contribution Policy.” Initiated in January, this generic, policy-oriented decision considers transmission contributions paid to the Alberta Electric System Operator (AESO) by a distribution utility. The decision examines:

  • Whether it is permissible in the legislation for a distribution utility to pay a contribution for transmission capital,
  • If it is legally permissible, whether it should be done, and
  • If it should be done, what should be the regulatory and accounting treatment once the distribution utility pays the contribution?

AESO’s 2020 Long-term Transmission Plan

The Alberta Electric System Operator (AESO) recently released the 2020 Long-term Transmission Plan (LTP). The report describes the AESO’s projections for generation capacity and load in the province over the next 20 years. As part of the LTP, the AESO considered five possible scenarios: the reference case, high cogeneration sensitivity, alternate renewables policy, high load growth, and low load growth. [1]

AESO Receives Approval for Deferral Account Reconciliation

On December 11, 2019, the Alberta Utilities Commission (the Commission) approved the Alberta Electric System Operator’s (AESO) request to reconcile its net deferral account shortfalls with market participants in the years of 2017 and 2018.[1]

AUC Issues Decision on Water Rates in the Village of Delia

A resident of the Village of Delia appealed the utility charges for water services applied to a vacant commercial rental property at the AUC for improper imposition and undue discrimination in Proceeding 24678. The AUC released a decision on the appeal on October 1, 2019.
