In proceeding 26615 the Alberta Utilities Commission (the “Commission”) issues its decision regarding the cost-of service reviews proposed by ATCO Electric Ltd. (“ATCO”) and FortisAlberta Inc. (“Fortis”) in preparation for the third term of performance-based regulation (“PBR”).
The Commission has proposed to expand the scope of the 2018 Generic Cost of Capital (GCOC) proceeding to include a discussion of what should happen if a utility’s credit rating falls below investment grade[1] given that the deemed equity ratio is designed to support a credit rating at the A level.

On March 9, 2015 the Commission released their decision on 2013 Generic Cost of Capital (Decision 2191-D01-2015), which lays out the Commission’s findings on a generic return on equity (ROE) and a common equity structure.
