On October 6, 2021, the Alberta Utilities Commission (the Commission) issued Decision 26521-D01-2021, in which it evaluated potential accounting treatments for transmission contributions paid by distribution utilities. Ruling on the Application to Review and Vary the Decision to End Returns on AESO Customer Contributions

In proceeding 26608, the Alberta Utilities Commission (the Commission) makes a decision regarding the applications submitted by ATCO Electric Ltd., ENMAX Power Corporation , and FortisAlberta Inc. (the review applicants) for a review and variance of Decision 26061-D01-2021 in which the Commission determined that Distribution Facility Owners (DFOs) would no longer earn returns on Alberta Electric System Operator (AESO) customer contributions.

Evaluating Performance-Based Regulation

On March 1, the Alberta Utilities Commission issued Bulletin 2021-04 to announce its intention to evaluate performance-based regulation (PBR) in Alberta and to determine process to establish 2023 rates for distribution facility owners. The review contains two parts: (i) review and assessment of legacy PBR performance; and (ii) a cost-of-service review to establish 2023 rates. The Commission established Proceeding 26356 to address the first part and parties filed their initial submissions on April 22.
