2021 GCOC Options for the Utilities

In the 2021 Generic Cost of Capital (GCOC) proceeding (ID 24110), the Commission published a list of options for the Alberta Utilities to establish the path that each utility will take to determine their return on equity and equity thickness for 2021.

ATCO Utilities PBR Re-Opener

The Commission’s original Performance Based Regulation (PBR) decision contains a provision that allows the Commission to review a utility’s historical PBR plan if the reported ROE is 300 basis points (BP) above or below the approved return on equity (ROE) for two consecutive years, or 500 BP above or below the approved ROE for one year.

2016 Generic Cost of Capital

On April 30, 2015, only 6 weeks after the 2013 Generic Cost of Capital decision (applying to 2013, 2014 and 2015), the Alberta Utilities Commission issued a letter initiating the 2016 GCOC proceeding, and requesting feedback regarding the scope of the hearing and approaches to the application process. The Alberta Utilities shortly thereafter issued a response proposing an alternate approach to the 2016 GCOC.

PBR Rate Adjustment

The Alberta Distribution Utilities (AltaGas, ATCO Gas, ATCO Electric, EPCOR Distribution and Transmission (EDTI), and Fortis) regulated by the AUC have completed the annual Performance Based Regulation (PBR) rate adjustment process.

ATCO Hearing Cost Appeal

ATCO Utilities that they routinely submit cost claims that are in excess of the AUC’s scale of costs set out in Rule 002, most frequently in regards to legal fees. In response, the Commission (with equal frequency) limits or disallows partial costs to effectively bring legal fees in line with the price cap.
