2023 Cost of Service Applications in Preparation for PBR’s Third Term in Alberta

In Alberta Utility Commission (AUC) proceedings 26615 and 26616, ATCO Electric Ltd. (ATCO Electric), ATCO Gas North (ATCO Gas), FortisAlberta Inc. (Fortis), and APEX Utilities Inc. (APEX) are in the process of submitting their 2023 Cost of Service (COS) applications to the AUC, which will realign their COS and revenue requirement for the anticipated third term of performance-based regulation (PBR).

2016 Generic Cost of Capital

On April 30, 2015, only 6 weeks after the 2013 Generic Cost of Capital decision (applying to 2013, 2014 and 2015), the Alberta Utilities Commission issued a letter initiating the 2016 GCOC proceeding, and requesting feedback regarding the scope of the hearing and approaches to the application process. The Alberta Utilities shortly thereafter issued a response proposing an alternate approach to the 2016 GCOC.

Enmax Power Corporation (EPC) applied for a re-opener of its Formula-Based Ratemaking (FBR) on the basis that actual returns on equity (ROEs) were more than 300 basis points below the target ROE for two consecutive years.

AltaLink 2015-16 GTA

The AltaLink 2015-16 General Rate Application was submitted on November 18, 2014. In this application, AltaLink is requesting approval of 2015 and 2016 revenue requirements of $810.5M and $1,001.6M respectively. Additionally, AltaLink is seeking approval for the settlement of $4.9M of Self-insurance Reserve Costs related to repairs on assets damaged during the flood and from grassfires.
