In Proceeding 27562, Direct Energy Regulated Services (“Direct Energy”) and the Utilities Consumer Advocate (“UCA”) present their arguments before the Alberta Utilities Commission (the “Commission”) that address Direct Energy’s load forecasting methodology, seasonal multipliers, energy return margin (“ERM”), and the expiry date of its energy price setting plan (“EPSP”) application.
In Proceeding 27562, Direct Energy Regulated Services (“Direct Energy”) submits is energy price setting plan (“EPSP”) to establish regulated rates to the Alberta Utilities Commission (the “Commission”).
The Alberta Legislature introduced Bill 22, the Electricity Statutes (Modernizing Alberta’s Electricity Grid) Amendment Act on April 27, 2022. The acceptance of this bill would make several amendments to the Alberta Utility Commission Act (“AUC Act”), the Electric Utilities Act (“EU Act”), and the Hydro and Electric Energy Act (“HEE Act”) to enable energy storage, encourage more self-supply with export, expand the responsibilities of the Minister of Energy (“the Minister”) and begin winding down the Balancing Pool by redistributing its responsibilities.[1]
On August 1st, Epcor Energy filed a 2018-2020 RRO tariff application for the non-energy portion of revenue requirement. This application has yet to be tested and will likely not be approved on a final basis for another year. Based on our brief review, the following issues may be contentious:

On January 30, 2017, the AUC issued decision 20448-D01-2017 on EMNAX Energy Corporation’s 2014-2018 RRO Energy Price Setting Plan (EPSP). The decision approved major parts of the proposed plan, but still requires ENMAX to submit a compliance filing.

On March 10, 2015, the AUC issued Decision 2941-D01-2015 on the Regulated Rate Tariff (RRT) Energy Price Setting Plans (EPSP) submitted by ENMAX Energy, EPCOR Energy, and Direct Energy.

On March 9, 2015 the AUC published their decision on the Commission initiated Regulated Rate Tariff (RRT) proceeding. As part of the proceeding, the three RRO providers – EPCOR, ENMAX and Direct Energy – submitted proposals for Energy Price Setting Plans (EPSPs) that consist of a proposed rate of return margin, various forms of risk compensation and a procurement strategy.
